This Request for Proposals (the “RFP”) is an invitation by Lamont County (the “County”) to prospective consultants (“Bidders”) to submit proposals for Engineering Services (Owner’s Representative) - River Intake (Phase 1) and Water Supply Pipeline (Phase 2), as further described in the Scope of Services in this RFP (the “Services”). The County is seeking Engineering Services (Owner’s Representative) from qualified Bidders to provide expertise and advice in: 1. Establishing a management framework for a Public-Private Partnership (P3) procurement process leading to the execution of a project agreement; and 2. The municipal oversight and management of the construction of the River Intake (Phase 1) and, on the condition that Phase 2 proceeds, the provision of Water Supply Pipeline (Phase 2). The County will provide a project management team (PMT) that will be administered by the Chief Administrative Officer. The PMT will represent the County in all matters related to the project and will serve as sole liaison between the successful Bidder, Contractors and the Community.
