FOR IMMEDIATE RELEASE – Lamont County Selects Owners Representative in Planning for Process Water Line
April 10, 2025 – LAMONT, AB: In anticipation of the Process Water Line preliminary license approval, Lamont County has selected the global engineering and professional services firm WSP as its Owners Representative for Engineering Services (Owner’s Representative)-for a River Intake (Phase 1) and Water Supply Pipeline (Phase 2). The Owner’s Representative provides engineering services, expertise and advice in:
- Establishing a management framework for a Public-Private Partnership (P3) procurement process leading to the execution of a project agreement; and
- Provisioning municipal oversight and management of the design and construction of the River Intake (Phase 1) and, on the condition that Phase 2 proceeds, the provision of Water Supply Pipeline (Phase 2).
The County will provide a project management team (PMT) that will be administered by the Chief Administrative Officer. The PMT will represent the County in all matters related to the project and will serve as sole liaison between the successful Bidder, Contractors and the Community.

Future initiatives related to this project include broader public engagement and communication of potential future opportunities and economic development.
Lamont County Reeve, David Diduck indicates “This is an important time for Lamont County. We are planning for significant future investment as we proceed toward a process water license – an important part of attracting major industry to our municipality. These projects will make a significant contribution to the tax base and improved quality of life for Lamont County residents.”
Steps are being taken to prepare for further design and process water line and construction. Lamont County readily awaits final updates from the Government of Alberta Ministry of Environment and Protected Areas and its decision on the preliminary water license. Further public engagement will occur throughout the anticipated project(s).
